			<content:encoded><![CDATA[<p>An undercover officer for Alabama Governor Bob Riley&#8217;s Task Force on Illegal Gambling has explained why the machines in a bingo hall that the task force are hoping to raid are illegal.</p>
<p>The officer said that the electronic bingo machines at the Country Crossing gambling hall in Dothan are not bingo, and thus illegal because they can be played blindfolded.</p>
<p>He also indicated in a paper filed in federal court that the Country Crossing games don&#8217;t meet any of the guidelines of player interaction that the Alabama Supreme Court laid out in the White Hall case, including marking numbers and recognizing a winning card.</p>
<p>A planned raid of the gambling hall last Friday was called off after a judge requested further information before issuing a search warrant. The gambling task force is preparing to fight in court with Country Crossing&#8217;s attorneys over whether they can perform a new raid on the hall and its 1,700 electronic bingo machines.</p>
<p>The lawyers working for Country Crossing say that the games in the casino are legal and that the gambling hall, plus adjoining restaurants and inn, provide more than 1,000 jobs in south east Alabama.</p>
<p>Country Crossing gaming hall has been closed since Friday to try and prevent another raid. The owners plan to re open immediately if the judge blocks further raids.</p>

			<content:encoded><![CDATA[<p>Leaders in the House of Representatives have reported that they don&#8217;t expect an immediate vote on legislation to prevent Governor Bob Riley&#8217;s administration from raiding and closing down bingo operations in Alabama.</p>
<p>It has been speculated that it could be at least a few weeks until the bill would make it to the floor. This news comes even after the bill had been approved by the House Tourism and Travel Committee last week.</p>
<p>The bill, drawn up by Rep. Marcel Black, if approved, would stop Governor Riley&#8217;s Task Force on Illegal Gambling from raiding and shutting down any bingo hall that was running on 1st December 2009. The bill would protect bingo operators in Alabama under the same laws that protect the electronic bingo games played in American Indian casinos. The protection would run until November 2nd.</p>
<p>Black hopes to move the bill as a package with a proposed constitutional amendment that would have voters in Alabama go to the polls on the 2nd of November to decide whether to allow electronic bingo machines.</p>
<p>He said the bill &#8220;allows the bingo halls to operate and not be under threat from raids until people can vote on an amendment to the constitution.&#8221;</p>
<p>Governor Riley&#8217;s Task Force has already raided a bingo hall in Lowndes County and attempted to serve search warrants at another two bingo operators recently.  The state Department of Revenue also filed a $72million tax bill against Greenetrack bingo operator for unpaid sales and use taxes.</p>

<p>Bingo Mega is part of the Bingo Entertainment Network, which has thirteen different sites including some major players like Bingo Plex and Imperial Bingo. As well as adding the flash games, Bingo Entertainment have redesigned their bingo sites to be more attractive to players and easier to navigate.</p>
<p>Richard Chambers, CEO of Bingo Entertainment Network said, &#8221; We are pleased with the look and feel of our new network. We really listened to what players wanted and expected from a good bingo site. We think we have delivered that and more.&#8221;</p>
<p>The choice of bingo games on the new improved site is extensive, with five new halls and games varying from five cents to twenty-five cents. Players on the network are able to enjoy both 90 ball and 75 ball versions of bingo.</p>

<p>Now the courts are trying to figure out what &#8220;bingo&#8221; means in Alabama.</p>
<p>House bill 1-54 was brought in to try and sort out how the electronic bingo halls in Alabama would be run. If the bill is passed it will mean that bingo halls in the state will be run under the same law as Indian run casinos. It would keep bingo halls open in the state but would prevent any expansion of existing facilities, the addition of new games or any new halls being opened.</p>
<p>Republican Representative Marcel Black said, &#8221; The Bill is to maintain the status quo until we can have the constitutional amendment I intend to introduce. The amendment will limit, regulate and tax gaming proceeds in this state.&#8221;</p>
<p>The bill will run until November this year, when a general election will be held in Alabama. After this, Representative Black hopes that Alabama voters will be able to decide on a constitutional amendment.</p>

			<content:encoded><![CDATA[<p>A Kentucky Court has thrown out a case in which the state had sought to seize some of the top bingo and gambling domain names for illegal gambling.</p>
<p>The governor of Kentucky had sought to seize such major bingo domain names as usabingo.com, bingoknights.com, winabingo.com and bingoworkz.com. Others targeted on a list of 141 domains includedleading poker site such as pokerstars.com, fulltiltpoker.com and ultimatebet.com and major sports betting sites such as sportsbook.com, and www.sportsbetting.com. Casino sites were also part of the list, including internet giant Golden Palace casino.</p>
<p>Gov. Stephen Beshear <a href="http://www.bingonews.com/68/kentucky-wants-bingo-domain-names/">filed a case in October 2008</a> arguing that because online gambling is illegal in Kentucky that the state should be permitted to take the domain names of gambling websites that took bets from Kentucky citizens.</p>
<p>But In a 2-to-1 majority opinion, the court ruled in favour of the Interactive Media Entertainment and Gaming Association (iMEGA.org), who represented many of the domain owners. The court ordered Judge Thomas D. Wingate of the the Franklin, KY circuit court to cancel his seizure orders for the domain names.</p>
<p>Judge Michelle M. Keller, in her majority opinion, found that Internet domain names were not illegal &#8220;gambling devices&#8221; under Kentucky law, as had been claimed by attorneys representing the Governor.  She said that the Commowealth could have chosen to include domain names in its gambling devices legislation but had, for whatever reason, chosen not to.</p>
<p>&#8220;[I]t stretches credulity to conclude that a series of numbers, or Internet address, can be said to constitute a &#8220;machine or any mechanical or other device&#8230;designed and manufactured primarily for use in connection with gambling,&#8221; Judge Keller wrote. &#8220;We are thus convinced that the trial court clearly erred in concluding that the domain names can be construed to be gambling devices.&#8221;</p>
<p>Judge Jeff S. Taylor was the second judge who backed the domain owners while Judge Micheal Caperton oppposed, writing in his dissenting opinion, that Internet domain names were one part of a larger mechanism for gambling, which included computers and Internet service, and thus, in his opinion, met the definition of a &#8220;gambling device&#8221; under Kentucky law.</p>
<p>The decision is potentially only a temporary boost for domain owners. States may now be tempted to change their legislation to define domain names as gambling devices, thereby allowing them to take new legal action against domain owners.</p>

<p>Inital inspection of the site by Bingo News reviewers suggest the site may not yet be fully working, or they need a new graphics team. The so-called sophisticated design looks like it has been put together by a 16 year old with a clip art graphics set, in our opinion.</p>
<p>The Bingo Flash website is aimed at the American bingo market. Bingo News has learned that a UK facing site aimed at men is on the point of being launched in the next week and will provide an update shortly.</p>
